1/- Introduction to Cao Dai Dao.
Dao Tam-Ky Pho-Dao Dai was founded by Duc Chi Ton
using a pen in 1926 at Go K k Don Pagoda, Long Thanh village, Tay Ninh
province, Vietnam. The Tao organized according to the Quoc Dao philosophy
should decentralize legislative, judicial and executive to solve the suffering
of humanity: The spiritual suffering organized by the Administrative Tao guides
humanity to live together (instead of fighting to live together), thinking of
creating a spirit of peace to live together. The material suffering organized
by Phuoc Thien has set up an economic, financial and business basis to solve
rice and money for religious and administrative people. Building a society with
the organization of Three Van Linh Power Associations: Nhon Sanh Association,
the Church Association and the Synod express the will of the people is the will
of heaven. It is a free-living environment in morality and democracy with human
rights. Make the People Strong – Rich Country. In short: Cao Dai is a rule of
law religion to build and protect human rights. Duc Chi Ton came to teach
humanity to use Eastern philosophy and Western science as resources and
environment to build a new society through 5 options: housing, livelihood,
teaching, architecture and religion to improve people's virtue, people's knowledge
and people's life. Lesson plans and history chapters to build a new society, a
new civilization taught by Duc Chi Ton with a pen through the spirit of the
pupil, so Spiritual Civilization.( Here comes the introduction of the victims
of the 1997 faction who were detained by the government and are still wanted by
the government to Vietnam, have to flee to Thailand and currently live in the
town, are witnesses to present: The tribulations and struggle for moral rights)
2/- After 30-4-1975.
Plan 01 of the Communist Party of Vietnam to eliminate
Cao Dai religion through 2 stages as follows: to encircle
it so that it will dissolve by itself, and to establish
a Cao Dai sect
in 1997 and use it as a tool to destroy the religion.
Phase 1: besiege to self destroyed:
On December 13, 1978, the People's Council of Tay Ninh
province issued a Resolution abolishing religious administration from central
to local levels.
On June 4, 1980, the People's Committee of Tay Ninh
province issued Decision No. 124 to confiscate most of Cao Dai religious
establishments.
In 1983, Vietnam authorities abolished the Cao Dai
Church.
Phase 2: Established a Cao Dai sect
in 1997 as a tool to destroy the Cao Dai religion through 5 typical means:
- Taking over religious
establishments: The State took all remaining religious establishments executed by
Decision 124 and handed them over to the 1997 Sect.
- Stealing the identity of the Cao Dai religion
established in 1926 to shield the sect from international
observers.
- Changing the rites of worship and religious
scriptures.
- Removing religious relics.
- Persecuting Cao Dai followers:
Vietnamese authorities along with the 1997 Sect and thugs to terrorize the 1926
Cao Dai followers by several ways when they are practicing
religious rituals, making a living, following education, and
when passing away they are not allowed to be buried.
3/- Fighting for religious rights:
When the Church is destroyed, religious followers,
based on Holy Order 257, establish organizations to protect the right to
practice religion; proving that the 1997 Sect is a tool to
destroy Cao Dai religion; Introducing the pure traditional identity
of the religion.
Popular Bloc established in 2005 was the first
organization, then established the Junior Sacerdotal of
the Third Redemption (Hội Thánh Em Dai-Dao Tam-Ky Pho-Do)
Church in 2018, and Popular Charity Committee per Holy Order 257 (Ban Pho Te 257) in 2021.
Religious Administration:
helps local Executive
Boards exercise their autonomy when practicing religion, conducting rituals
according to religious law, and not giving way to
the influence of the 1997 sect in any form.
Charitable
Organization:
helps build Charitable organization to take care of
funeral services in localities, clearing obstacles during funeral process.
Localities are qualified to register for business
establishments under Charitable (Phuoc Thien) of Holy Order 257.
Popular Dissemination: Writing blogs,
making videos, writing articles...
International advocacy: When religious freedom is
violated, write reports, present them to international
officials, and attend religious freedom conferences. Participated in a
conference on religious freedom to introduce the pure traditional identity
of the Cao Dai religion and sectarian nature of 1997 Sect.
Following are some main activities:
2008: Event at the Foot of Bo
De Tree, mobilized fellow believers to go to the Holy Temple to pray for the
1997 Sect
to return the Tay Ninh Holy See to the followers of 1926
Cao Dai followers.
2009: Filed a lawsuit against the 1997 Sect
for identity theft and their robbery of the Tay Ninh Holy See.
May 27, 2015: Organized the Popular Bloc Congress
at Tay Ninh Holy See.
2015: Meeting with international officials on
religious freedom; 15 members of the Popular Bloc went to
Thailand to attend the Conference on Freedom of Religion and Belief, paving the
way for attending many other international conferences...
Cooperated with BPSOS to file and win 2
lawsuits in the United States.
4/- Typical results.
Nhon Sanh used law and life to prove the truth: The
1997 sect was not Dao Cao Dai 1926 but a tool to destroy religion before public
opinion. Currently, many people and many localities were deceived by the 1997
sect recognized that the 1997 sect was a tool to destroy Cao Dai Dao 1926, many
dignitaries and followers mistakenly believed in the 1997 sect publicly
returned their crowns and papers to the 1997 sect and claimed they were
deceived. The ceremony of giving birth to Ngoc Tu Thanh (Huynh Cam Tu) returned
his crown at the Natural Forest in front of the Holy Temple and was sentenced
to a year in prison by the court is typical evidence. In October 1923, brother
Nguyen Thanh Ba (Binh Duong) did not accept the Sacrifice of the 1997 faction,
who was threatened by the police, and he had to burn himself very painfully.
The 1997 faction deceived the world for 20 years, from
2015 the world began to understand the truth about the 1997 faction: today the
United Nations, the great powers of religious freedom, many organizations
protecting religious freedom.
Since 2014, when the 1997 faction combined with the
police and thugs violated religious freedom, write a violation report to the
United Nations. It is a practical step to protect the right to practice and
repel violations.2016: Hien Muoi Katie Duong, a member of the Nhon Sanh Bloc,
testified with the US Congress about the 1997 faction other than the Cao Dai
Dao 1926.2018: cooperated with BPSOS to release a dossier on the 1997 faction
as a non-governmental agent with a record of violating religious freedom2019:
The US Department of Commerce cancels the temporary exclusive license to grant
the title of religion to Tran Quang Canh. (3)2019: The U.S. International
Religious Freedom Commission determined that the 1997 tribe was not Cao Dai. (4)
2020: The US State Department determined that Cao Dai
1926 was a 1997 factional difference supported by the Vietnamese state
.2021: Meeting with leaders Little SaiGon TV to
clarify the nature of the 1997 faction and push the 1997 faction out of the
station's broadcast program. On 16-8-2023 Dallas TX State Court, the 1997
faction ruled that violated the RICO law. (4)
5/- Test for Vietnam and International.
On 16-8-2023 The Dallas Court, TX, USA ruled that Mr.
Nguyen Thanh Tam and the 1997 faction violated RICO law and were fined 200,000
USD for the plaintiffs who determined the nature of their theft and robbery.
The Pho Te Department 257 determined that the bottleneck of Cao Dai Dao was
that the Vietnamese authorities did not respect and did not properly enforce
the laws promulgated by themselves.
Specifically, decision 124 dated 4-6-1980 determined
that the Holy See of Tay Ninh, the Mother Buddha Temple, the Apostolic Church,
the Dharma Temple and Trai Tang as the religious basis of Cao Dai Dao 1926, but
now the state is allowing the 1997 sect to take over. Therefore, Cao Dai 1926
people have no place to practice religious rituals, cannot organize religious
activities, cannot open the Nhon Sanh Congress to appoint personnel to rule
religious administration. Therefore, we request the United Nations Human Rights
Council to act so that the Vietnamese authorities comply with Decision 124.
5.1/- Impact on Vietnamese authorities.
Decision 124 dated June 4, 1980 determined that the
Tay Ninh Holy See, the Buddha Mother Temple, the Apostolic Church, the Dharma
Protector Hall, and the Trai Duong were the religious establishments of the
1926 Cao Dai religion at the central level and the Holy House and Temple.
localities but now the 1997 tribe has taken over. The Cao Dai people in 1926
had no place to practice religious rituals, could not organize religious
activities, and could not open the Nhon Sanh Congress to elect religious administrative
personnel.
Therefore: We request the United Nations Human Rights
Council to influence the Vietnamese authorities to properly implement Decision
124.
If the state cannot pay off all five establishments in
Decision 124, the first step is to return two of the five religious
establishments in the Inner City of the Holy See to show that they have
listened and are willing to implement the Decision. 124 and Article 18 of the
international covenant on civil and political rights.
5.2/- For international:
The United Nations Human Rights Council regularly
monitors and monitors the goodwill of the Vietnamese government in fully
implementing its obligations when implementing Decision 124 and Article 18 of
the International Covenant on Civil and Political Rights. Impact on religious
freedom powers and international organizations to cooperate with the ruling of
the Dallas, TX US Court: the 1997 branch is a criminal organization under the
RICO law.
In short, the case of the Cao Dai religion is to
verify and evaluate the goodwill and reliability of the state in implementing
Decision 124 and Article 18 of the International Covenant on Civil and
Political Rights. Therefore, we request the United Nations Human Rights Council
to use the 1926 Cao Dai religion as a typical test for the Vietnamese
government.
