Kính thưa Ngài ….
Tiểu-phẩm Lễ-Sanh Lê-Hương-Muội đang
sinh-hoạt tại Cao-Đài Tây-Ninh Temples of Texas, là môn-đệ ĐỨC CAO-ĐÀI, NGÀI dùng Thông-Linh-Học sáng-lập
tại miền-nam Việt-Nam năm 1926.
Thưa Ngài, Tòa-Thánh là cái nôi, là
trung-tâm đức-tin của Đạo Cao-Đài và nhân-loại,
được Thiêng-Liêng chỉ-định xây tại Huyện Hòa-Thành, tỉnh Tây-Ninh, Việt-Nam.
Thay mặt Ban Liên-Hiệp Môn-Đệ CAO-ĐÀI,
kính trình đến Ngài:
_ Là Đảng Cộng-Sản Việt-Nam vi-phạm quyền làm
người, Quyền Tự-Do Tôn-Giáo, qua Bản
Phúc-Trình năm 2019 của Ủy-Hội Hoa-Kỳ về Tự-Do Tôn-Giáo Quốc-Tế, đã nêu
đích-danh Chi-Phái 1997 do đảng Cộng-Sản Việt-Nam dựng lên để làm công-cụ.
Và Báo-Cáo về Tự-Do Tôn-Giáo Quốc-Tế
ngày 5-2-2021:
_ Bộ Ngoại-Giao Hoa-Kỳ đã phân-biệt rõ giữa Đạo Cao-Đài của ĐỨC CHÍ-TÔN (
1926 ) và Chi-Phái Cao-Đài của Đảng Cộng-Sản Việt-Nam ( 1997 ).
_ Ngoại-Trưởng Hoa-Kỳ Antony Blinker tuyên-bố đưa Việt-Nam vào danh-sách
theo-giỏi đặc-biệt, vì dung-dưỡng hoặc hậu-thuẩn các vi-phạm tôn-giáo.
Thưa Ngài, khi Cộng-Sản Việt-Nam cưởng-chIếm
miền nam Việt-Nam năm 1975, họ có kế-hoạch tiêu-diệt tôn-giáo Cao-Đài, nên họ
tuần-tự ra nhiều văn-bản như:
Nghị-Định số: 124, ngày 4-6-1980 của Ủy-Ban Nhân-Dân tỉnh Tây-Ninh ký.
ở Điều 1: là … tịch-thu toàn-bộ
các cơ-sở tôn-giáo,… họ đàn-áp bao-vây, cô-lập, để tôn-giáo Cao-Đài tự
tiêu-vong….
Nhưng là con người, vốn có riêng tư-tưởng
và niềm-tin, nên không bỏ Đạo theo đảng.
Vì thế
họ thay-đổi kế-hoạch, bằng cách: đồng-hóa, chuyển tôn-giáo thành phương-tiện, và
họ đưa cán-bộ đảng vào làm chức-sắc để điều-khiển theo định-hướng của họ, qua
những kỳ phong-chức.
Cộng-Sản Việt-Nam vi-phạm Luật Quốc-Tế và chính Hiến-Pháp và
Luật-pháp của họ đặt ra.
_ Họ đã vi-phạm Điều 18 Công-Ước Quốc-Tế,
mà họ đã ký về Quyền Chính-Trị và Quyền Dân-Sự, … . Cũng như không phù-hợp sự
ban-giao với các nước tự-do dân-chủ, như Chính-Phủ Hoa-Kỳ về tự-do tôn-giáo.
_ Họ đã vi-phạm chính Luật của Họ đã
đặt ra: Nghị-Định số 69 về sinh-hoạt tôn-giáo, do Đỗ-Mười ký ngày 21-3-1991:
Điều 1: Bảo-đảm quyền tự-do tôn-giáo … nghiêm-cấm phân-biệt đối-xử … .
Điều 6: Mọi hành-vi vi-phạm quyền tự-do đều bị xử-lý theo Pháp-luật …
Nhưng họ làm ngược-lại, luôn-luôn
sách-nhiễu khủng-bố, đánh-đập những người không theo định-hướng của họ.
Kính thưa Ngài, chứng-cớ đã rõ, Cộng-Sản Việt-Nam có kế-hoạch tinh-vi
tiêu-diệt tôn-giáo Cao-Đài từ 1978 đến nay vẫn tiếp-diễn ở Việt-Nam, và hiện
nay, họ còn loan ra hải-ngoại.
Thâm-độc hơn nhiều, năm 2015, họ đã xin Bộ Thương-mại đăng-ký Chủ-quyền
danh-hiệu: “Đại-Đạo Tam-Kỳ Phổ-Độ “ tại Tiểu-Bang Texas, Hoa-Kỳ.
Chúng tôi đã phát-hiện và đã khiếu-nại
với Bộ Thương-Mại, kết-quả, đã thành-công.
Hiện nay, họ đang chuẩn-bị xây-dựng
Thánh-Thất, tại 4010 Hazard, Santa Ana, CA., Họ đã xử-dụng Bảng “ Đại-Đạo Tam-Kỳ Phổ-Độ “ của ĐỨC CHÍ-TÔN
( 1926 ), điều nầy không đúng với Hiến-Chương của Chi-Phái 1997 là “ Đại-Đạo Tam-Kỳ Phổ-Độ Cao-Đài Tòa-Thánh
Tây-Ninh “, đây là sự tiếp-tục ăn cắp căn-cước và lường-gạt môn-đệ CAO-ĐÀI và
thế-giới.
Chúng tôi thỉnh-cầu quý Ngài có tiếng nói với Bộ Ngoại-Giao,
và Bộ Nội-Vụ Hoa-Kỳ quan-tâm đến Đạo Cao-Đài bị Cộng-Sản Việt-Nam cố-tâm
tiêu-diệt có hệ-thống từ Việt-Nam ra hải-ngoại.
Vì công-lý, xin Chính-Phủ Hoa-Kỳ, trên
tinh-thần dân-chủ tự-do, khuyến-khích họ phải trả lại toàn-bộ tài-sản của Đạo,
mà họ đã chiếm-đoạt theo Nghị-Định 124 và giao lại cho Chi-Phái xử-dụng. Đây cũng
là phép thử xem Cộng-Sản có thay-đổi chánh-sách không.
Đòi lại tài-sản, chủ-quyền Đạo và tự-do tôn-giáo là nguyện-vọng
của Ban Liên-Hiệp môn-đệ CAO-ĐÀI .

Le Sanh Huong-Muoi is
living in Cao- Dai Tay Ninh Temples of Texas, USA is a Cao-Dai disciple of CAO-DAI, mean is “ĐẠI ĐẠO TAM KỲ PHỔ ĐỘ” religious
of GOD who used the theosophy
established in South Vietnam in 1926.
The “ ĐẠI ĐẠO TAM KỲ
PHỔ ĐỘ” has name other CAO-DAI had the
Holy See is the birthplace, the center
of faith of the Cao- Dai religion and humanity, designated by the Holy Spirit
to be built in Hoa-Thanh District, Tay-Ninh province, Vietnam.
On behalf of the
Committee To Unite CAO-DAI Disciples, respectfully present to you:
I/_ The Communist Party of Vietnam is in violation of
human rights, including the right to religious freedom.
Through the 2019 Report of the American Commission on
International Religious Freedom, the United States Commission on International
Religious Freedom had to verify to confirm the CAO-DAI Sect 1997 was set up by
the Communist Party of Vietnam as a tool to benefit their own political uses.
They robbed the Holy See and more than 300 temple facilities, they destroyed
the legal basis of the religion, they disguised themselves to deceive, then
forced believers to renounce their original religion to serve the policy of
destroying their religion.
According to the
Report on International Religious Freedom February 5, 2021:
When the Vietnamese Communists invaded South Vietnam in
1975, they had a plan to destroy the Cao Dai religion, so they systematically
dictate many documents such as:
1. _ The US Department of State clearly distinguishes
between the Cao Dai religion of the Party (1926) and the Cao Dai religion of
the Communist Party of Vietnam (1997).
2. _ US Secretary of State Antony Blinker announced that
Vietnam is on the serious1. _ The US
Department of State made a clear distinction between the Cao Dai religion of
DUC CHI-TON (1926) and the Cao Dai branch of the Communist Party of Vietnam
(1997).
Dear Sir and Madam,
The Vietnamese communists invaded South Vietnam in 1975,
they had the plan to destroy the Cao Dai religion systematically going through
many periods:
Decree No. 124, dated 4-6-1980 signed by the People's
Committee of Tay Ninh provin¹ce.
Firstly, to
confiscate all religious establishments, etc. They suppressed, surrounded, and
isolated the followers in order to force the Cao-Dai religion to self-destruct….
But as a human being, every Cao-Dai Disciple has his own
reasonings and beliefs, so that he/she does not abandon religion to join the
Communist party.
So Communist party changed their plans, by: assimilation,
turning religion into a means; they delivered their own members to control the
direction of Cao-Dai disciples, through many forms as follows: The Vietnamese
Communists violate the International Law and their own Constitution and Laws….
Therefore, they have violated their own Article 18 of the
International Covenant, which includes the Political and Civil Rights, as well
as making it incompatible with the relationship with liberal democracies, such
as the United States Government on religious freedom.
They have also violated their own laws such as Decree No. 69
regarding religious rights, which was originally signed by Mr. Đỗ-Mười on March
21st, 1991.
In Decree No. 69:
II/The Vietnamese Communists violate International Law
and their own Constitution and Laws
• Article 1
stated the guarantee of the right to freedom of religion, prohibiting
discrimination ... .
• Article
6: All acts of violating the right to freedom will be handled according to the
Law…
Dear Sir and Madame,
The evidence is clear. The Vietnamese Communists have had a
sophisticated plan to destroy the Cao Dai religion since 1978 up to now, which
is still going on in Vietnam, and today, the inhumane abuse is continuing to
spread internationally.
As dangers and their evil acts are drawn closer and grown
stronger approach as soon as. In 2015, they asked the Ministry of Commerce to
register the title: “ Đại-ĐạoTam Ky Pho-Do" in the State of Texas, USA. We
discovered and complained to the Department of Commerce, and the result is that
you have been able to understand the long-term abuse that we have suffered as
victims.
Currently, they are preparing to build the Holy Temple,
located at 4010 Hazard, Santa Ana, CA., They have used the sign "Great Way
of the Three Dynasties" of CHRISTTON (1926 ) , this is not in line with
the 1997 Chapter's Charter which is "Great Dao Tam Ky Pho-High Altitude
Tay Ninh Holy See", this is a continuation of identity theft and
measurement- deceive the CAO-DAI disciples and the world.
Proposals
Dear Sir/Madamt,
1.We
request that you have a voice with the Ministry of Foreign Affairs, and the
Department of the Interior of the United States of America concerned about the
Caodaism ' ĐẠI ĐẠO TAM KỲ PHỔ ĐỘ” that was systematically destroyed by the
Vietnamese Communists from the beginning, from Vietnam to go overseas.
2.For the
sake of our justice Cao -Dai disciples across the globe and the spirit of
democracy that we all share Internationally, we ask that the Government of the
United States, by all means, to persuade the Communist party to return all of
the Cao -Dai’s property. As stated in Decree.
124 of the Communism party, Cao-Dai disciples are permitted to keep
properties belonging to their Cao-Dai religion to activity
In
conclusion, we as faithful disciples of
Cao- Dai in the Committee to Unite Cao-Dai Disciples believe that the
utmost solution is to reclaim what was rightfully ours, religious sovereignty
and religious freedom.
